The Structural Mismatch

Most HR departments are organised in the same way they were organised thirty years ago: a team of generalists and specialists, divided between policy, operations, and business partnering, with separate functions for Talent Acquisition, Learning & Development, Compensation, and HR Information Systems. This structure was designed for a world where HR's primary role was administrative compliance and labour relations management. The world has changed - dramatically and irreversibly - but the department structure has not kept pace.

The gap between what organisations now need from their people function and what the traditional HR department structure can deliver is not a resource gap or a technology gap. It is an architectural gap. The traditional structure produces specialists who are experts in their sub-function but who cannot easily coordinate across functions to deliver the integrated outcomes that business leaders need - an employee's journey from recruitment to onboarding to performance to development to promotion to offboarding, designed and executed as a coherent experience, not as a series of handoffs between separate teams.

What an HR Operating Platform Looks Like

The organisations that are leading the redesign of their people functions are moving toward what BCG (2025) describes as an "HR operating platform" - a model in which:

• People data is unified: A single, integrated data model covers every stage of the employee lifecycle - from candidate through to alumni. This data is accessible to HR professionals, line managers (within appropriate permissions), and increasingly to AI systems that can surface insights and flag emerging risks.

• Processes are orchestrated, not siloed: The employee lifecycle is designed as an end-to-end experience, with clear handoff protocols between lifecycle stages and integrated data flows that eliminate the need for manual re-entry and reconciliation.

• AI handles the volume; humans handle the consequence: Routine transactions - onboarding task completion, leave balance queries, policy information, standard reporting - are handled by AI systems. Human HR professionals focus on the decisions that require judgement, empathy, contextual interpretation, and accountability.

• HR business partners are true advisors: Freed from transactional burden by AI and process automation, HR business partners can spend their time on the activities that actually influence business outcomes: workforce planning, talent risk assessment, organisational design, and leadership capability development.

The Maturity Assessment: Where Does Your Organisation Sit?

The transition from HR department to HR operating platform is not a binary switch - it is a maturity journey. BCG and IBM research identifies five maturity levels in HR operating model evolution: Administrative (reactive, compliance-focused); Operational (process-efficient, KPI-driven); Strategic (business-integrated, evidence-based); Intelligent (data-driven, predictive); and Autonomous (AI-orchestrated, continuously optimising). Most organisations today sit between levels 2 and 3. The organisations achieving levels 4 and 5 - including IBM, Unilever, and a growing number of technology sector leaders - have invested in three things above all: data infrastructure, process discipline, and genuine human-AI collaboration design.

The honest starting point for any organisation undertaking this journey is an accurate assessment of its current maturity.
